Haven't seen the article, (can you date it?) but it's part of their Vital
Villages idea - in the 'Our Countryside:the future (Cm4909) where they're
trying to generate new business for Post Offices and one of the potential
services is ordering a library card and books.
We're looking at a pilot project putting Internet kiosks into postoffices
or village shops. Running from the autumn probably.
Lincolnshire Libraries are quoted in the White paper with Linnet Local
which is internet access.

Subject: Libraries in rural post offices
Dear Colleagues
My Libraries Manager would like to know if anyone on the list has had any
thoughts about a recent article in the Financial Times by Chris Smith about
locating small library collections in rural post offices.
Is anybody already doing anything like this, and if so has it been
successful?
