I know only a bit about Rotrou -- He was sometimes referred to as
Rotrou de Neubourg or Rotrou de Warwick. He was bishop of Evreux from
1139-1165 (so the south and east of Normandy may well be correct,
although he is apparently NOT of the direct line of the counts of
Perche)) and archbishop of Rouen 1165-1183, which gives us the Arnulf
connection, since A. was bishop of Lisieux 1141-1181 and therefore first
his colleague and then his suffragen. Both men held land in England and
advised Henry II. Rotrou replaced Arnulf as seneschal of Normandy in
1163.
As for the date, I know better than to trust Migne on dating, but if his
1181 is anywhere close to accurate, I'm back to Arnulf as originator of
a phrase that seems more likely to have come out of the Investiture Struggle.
