The same passage occurs in the Patrologia latina, vol. 200, col. 1400A in a
letter of "Rotrodus Rothomagensis archiepiscopi" (Rouen) to Alexander III.
It might also be worth checking Hans Walther's Proverbia sententiaeque...
to determine whether it was a saying with the status of a proverb.
