But abbots are pontiffs. They may celebrate mass, the office and other services as pontifical services when in mitre and crosier. The mass is identical to a bishops Pontifical Mass except for the absence of a zuchetto, and no reference to the abbot in the EP.
Indeed All Sacraments are celebrated by the bishop or his deputy, and only on his authority.

Cistercian abbots, however, did have the authority to
ordain their subjects to minor orders without
dimissorials. I believe this is still the case
although it has not been exercised for some centuries.
It does, however, raise some interesting questions
about the link between pontifical and sacramental
authority, since the abbots in question were priests,
not bishops.
