Dear Jim,
I think Vauchez must just be referring to the "Common" offices for those
categories [and a few others-- apostles, I believe, and confessors who were
also prelates, and matrons], which are found in a separate section of the
breviary. These were used on those numerous saints' days when the saint
being celebrated had no proper office (or only a partial one) of his or her
own. Usually there are rubrics in the Sanctorale section of the breviary
for these occasions, giving a few incipits and often a proper prayer, and
directing users to the appropriate office in the Common for the rest.
