So do I, obviously my problem was that
I didn't know that there *is* already agreement
on what the dumb-down is. I always thought we are
in the process of finding/defining an mechanism
to get useful information from qualified DC in RDF
(that includes element refinement *and* encoding
schemes).

That sounds like a precise and simple definition. So
the dumb-down of
<dc:subject>
<rdf:value>12dget4564</rdf:value>
<rdfs:isDefinedBy>some strange schema</rdfs:isDefinedBy>
<dc:subject>
is '12dget4564'? If this is recommended as best practice,
I don't see what do we gain by this? (But, I am quite new
to this, so please be forgiving ;-)

I propose we need something else for simple
resource discovery. What about calling it
'Extended DumbDown'?
