This seems to be a topic of growing interest, and I've seen a number of lists with similar queries of late. One of the projects I'm currently working on is establishing an online community to share C&IT skills - the Virtual Learning Space. I've been thinking about including a section within the resources dedicated to online journals of this nature. Perhaps you'd like to take a look (http://itlearningspace-scot.ac.uk/) and add some journals or review those that we put up in the next few weeks?
