Problem is that level 1 isn't really good enough - it doesn't cover a lot
of stuff that still causes problems for users.
The guidelines are currently in draft for the second version, url is

The outline of things that need to be covered is IMO not very clear.
They've given a checkpoint mapping system so you know which of their new
checkpoints relate to the old ones, but it's not clear whether you have to
meet all of them as a minimum standard, including stuff that was
originally priority 3. Anyone who can explain this - please don't be shy!
