Problem is that level 1 isn't really good enough - it doesn't cover a lot of stuff that still causes problems for users. The guidelines are currently in draft for the second version, url is http://www.w3.org/TR/WCAG20/ The outline of things that need to be covered is IMO not very clear. They've given a checkpoint mapping system so you know which of their new checkpoints relate to the old ones, but it's not clear whether you have to meet all of them as a minimum standard, including stuff that was originally priority 3.
