Organised by the Faculty of Health, University of Central Lancashire in
association with Hempsons, Solicitors and the Guild Community Healthcare NHS

Conference Objectives
The White Paper - Reforming The Mental Health Act- sets out major proposals
for a new Mental Health Act as well as new arrangements for managing
dangerous people with severe personality disorder. Key features of the
proposals include a single entry civil admission procedure, tribunal
determination of all longer-term use of compulsory powers, new community
powers, a possible extension of the professionals who can apply for civil
admissions, new safeguards for children and young people and also people
with long-term incapacity and a new Commission for Mental Health.
An intrinsic component of Government mental health policy, the White Paper
proposals have major implications for service users, carers, mental health
professionals, service commissioners and providers, the police and prison
services and the criminal justice system.
This Conference aims to:
· Ensure delegates are aware of and understand the White Paper proposals;
· Pose some fundamental questions
· Provide delegates with the opportunity to discuss in depth some key
aspects of the proposals especially in relation to practice;
· Provide an opportunity to share ideas across disciplines and agency
boundaries.

· Service user, carer and advocacy organisations, CHCs and voluntary
