This is really a personal comment as I do not have responsibilities for
fire procedures/disables users but I would thing that in the event of a
fire staff would face the dilemma of feeling obliged to assist of mobility
impaired users whether the library had evac chairs or not.
At least with evac chairs this assistance can be given far more easily and
safely, the prospect of trying to physically carry out users during a fire
is not a pleasant one.
