At last, done...
Legislative Assembly of Costa Rica ratified last January 30th the agreement
signed with Colombia (on April 6th, 1984) to the Delimitation of their
Marine and Submarine Areas in the Pacific Ocean (full text in Charney J.I &
Alexander L.M, pp. 806-808), already ratified by Colombia in 1985.
Described in its preamble as a supplementary agreement to the agreement of
17 march 1977 between the two countries concerning the Caribbean sea, this
ratification includes an exchange of diplomatic letters between Colombian
and Costa Rican authorities, of May 29, 2000, indicating that the process of
ratification of the 1977 agreement (Atlantic) will continue. The purpose of
this exchange of notes seems to separate the two treaties, in order to
avoid, for the moment, the ratification of 1977 treaty that could "provoque"
serious objections of Nicaragua (as some oy you remember, after the
ratification by Honduras in November 1999 of a similar treaty with Colombia
on maritime delimitation in the Caribbean signed in 1986, Nicaragua
protested and instituted on December 8th proceedings before the
International Court of Justice against Honduras with regard to "legal issues
subsisting" between the two States "concerning maritime delimitation" in the
Caribbean Sea .
Full effects are recognized to the Malpelo Rock (Colombia ) and Coco Island
(Costa Rica)
