Dear Phil,
OpenGIS is a standardization effort to enable interoperability of the various GIS systems,
in order to integrate data through the Internet from different sources and to realize distributed
applications.
More you can find on: http://www.opengis.org/
The specifications comprise several hundred pages and are very detailed, to my knowledge the
most important effort in this area.
