Professor Reynolds et al.:
I didn't realize that the ACB mailbase was a political forum, but I would
just point out that the target of this petition is misplaced. The United
States Senate holds exclusive authority for ratification of treaties, and
the Senate has already voted (unanimously) to reject the fundamental
requirements of the Kyoto protocol. The treaty was DOA in the U.S. long
before Bush squeaked through the 2000 election. His predecessor realized
that, which is why the treaty sat on Clinton's desk for three years without
any action. At least Bush has the honesty to admit that the treaty will not
fly with the U.S. Senate, and doesn't resort to the kind of posturing and
empty rhetoric for which his predecessor and campaign opponent were so
famous.
These are, of course, my personal views.
