Yes, that's the best place. The jpl site is no longer alive.
The dfrc site is back updating after a several month hiatus
from lack of sysadmin support. But I can't guarantee that it
won't stop updating again. It mirrors the j3-fortran.org site.
If you do want to use the dfrc site, say if the j3-fortran.org
one happens to be inaccessible when you are trying (though I haven't
seen a high frequency of problems there), the path these days would be
ftp://ftp.dfrc.nasa.gov/pub/x3j3/j3-fortran/doc/standing/00-007r2
Note the substitution of j3-fortran in place of ncsa. That part
designates the site that is being mirrored. A few years ago,
the base j3 site was at ncsa (before it was at jpl).
