I've heard they still do this in some of the more extremely
conservative Jewish communities (think it was in California)
right now.

A couple of other instances of non- or maybe quasi-"penance"
instances:
It Has Been Theorized (read: I don't have the source) that
nuns in the middle ages shaved their heads, maybe more as a
"new start" in life, and to lose the distraction that having
Good Hair would impose on them *and* on the mental and
physical reactions of any random guys that should happen to
walk by (we *are* responsible for *all* that behavior of
theirs now, aren't we...;-P ththththt!)
Some African religions shave the initiates' heads for the
first ceremony of their lives as Voodoo initiates. (No, i'm
sure you know i don't mean the messy Hollywood versions:)
Egyptian women (and men) may have shaved for lot more
practical reasons: Bugs!
