Well, Cipfa asks us to count =visitors=, which is what we in Plymouth use
people counters for.
Then we count enquiries for Cipfa using the Cipfa guidelines which, as
Lionel has pointed out, may need to be revised to account for the People's
Network.
What I want to measure are those people coming in and using the People's
Network facilities. As Lionel has also pointed out, we need to demonstrate
to NOF, the DCMS and our members (in both senses of the word) that the
millions invested in setting it up is money well spent. I want to see
whether the provision of all these facilities actually has an impact on
overall "use", and if so, among what age groups and social inclusion target
groups.
This begs the question of what "membership" of a public library actually
means in this context. Is it, perhaps, a term only relevant in a "Lending"
context?
