The Hellenic Social Policy Association* (ELKEPEKP) organizes its 1st
Conference on the theme:
SOCIAL POLICY IN GREECE AND THE EUROPEAN UNION:
NEW CHALLENGES, TRENDS AND REFORM PROSPECTS
The Conference will be hosted by the Department of Social Administration
of Democritus University of Thrace, Komotini, Greece (May 2001)

Papers are invited for the following topics:
(1) Comparative macro-perspectives:
Changing social policy orientations and practices: the European,
national and local dimension - The future of the social protection
systems in Greece and the European Union
(2)Main social policy areas (focus on Greece):
Social Insurance: Population ageing and pension system's reform -
Social insurance funds
Social Security: Income inequalities and poverty - Social assistance -
Guaranteed minimum income policies
Family Policy: Changing family structures, gender and new risks -
Family and work - The impact of social and economic policies on the
family
Social Care: Social needs and social care services for priority groups
(elderly and disabled people) - Social care providers and policy-making
structures (state, local authorities, voluntary sector, family) - The
prospects of the newly founded National Organization for Social Care
Health: The Greek National Health System, problems of policy planning
and implementation / prospects for reform - Social / private health
insurance.
Employment policies: Changing labour markets, new forms of employment,
unemployment and social exclusion - The European Employment Strategy and
the Greek National Action Plans- The 'Social Dialogue' at the EU and
national level
Education / vocational training and social policy
(3) The links between economic and social policy - New
administrative/managerial patterns:
The macro-economics of social policy
Changing management and administration perspectives and practices in
social protection (new managerialism and consumerism, quasi-markets,
regulated competition, decentralisation, community empowerment, etc.):
the experience of the EU countries and the case of Greece.
(4) Welfare research and policy-making:
Exploring the development of closer and more effective links
Abstracts for paper proposals (maximum 300 words) accompanied by a very
short CV should be submitted (preferably by email) to the Conference
Contact Persons before November 30, 2000.

DEADLINES
---------
Notification of acceptance of abstract will be sent by the end of
December 2000.
The deadline for the submission of papers (of approximately 8000 words)
is March 15, 2001.

It is intended that a selection of papers will be published in a
collective volume You are, therefore, expected to submit papers, which
are not at present under consideration for publication elsewhere.

OBJECTIVES OF ELKEPEKP
----------------------
The objectives of the Hellenic Social Policy Association (ELKEPEKP) are:
to promote education and learning -and, in particular, to advance the
teaching, research, and dissemination of knowledge- in the field of
social policy, through the organization of conferences and workshops,
the circulation of a Newsletter, the publishing of a journal and other
similar activities.
In this context, te Conference aims at stimulating and promoting debate
on crucial issues such as:
a. drawing the boundaries of the interdisciplinary field of social
policy within the Greek system of University education,
b. exploring the research potential in several social policy areas in
Greece and defining future research priorities, and
c. establishing closer and more effective links between
academic/research activities and policy planning and implementation
