Well, no. The chances of a big name like Carlo Ginzburg being translated
are high, but most of the less famous authors rarely get translated. I
once did a study of the European titles my librarian colleagues & I listed
in choice as worthy of being purchased by smaller or more poorly funded
academic libraries. Fewer than half of them were translated.
