not all of it is valuable. Conserving natural environment is about keeping what we value. Cockroaches and nits are low on the value scale, elephants high.
Historical record = all bits of paper
What we put in libraries and keep is a selection, based on what we value
and what survives
Historic environment = everything physical inherited from the past
What we pass on will inevitably be what has survived and what we value.
Ergo you cant keep value out of it. But the problem of value should be addressed in the definition of conservation not in the definition of he.
Then you play games with whose values.
Role of conservation is to articulate and reflect values, and to make use of those values in rmanaging change.
SMRs already incorporate value by default, simply by choosing to put for example a cross on but not a heritage bollard. They include archaeologists values.
If on the other hand, you move to whole map based smrs e.g. cornwall and the 1880 map, the only values you are including is that it was there before 1880 and the OS surveyors chose to draw it.
So there is no point in bleating about SMRs being value free. Thats there already. The critical thing is not what is in the SMR but how you deal with in the context of a planning decision. ANd that is where you need to begin to articulate value more clearly and openly.
The question in a planning decision is not 'is there archaeology' but 'does the archaeology matter'? The SMR is the red flag which momentarily stops the traffic, the real decisions happen after that.
