Perhaps I'm alone in not knowing where we are in the process
(process?;)) but I'd like that to be explicit in the
instructions for voting...
Voting steps and issues:
1. Complete editing of ballot
2. Begin voting
3. Include comments in the balloting system about why something is
unacceptable, so deficiencies are tracked and remedial action can be taken
where appropriate.
4. Endorsement requires 2/3 approval by active voters
5. At the conclusion of the balloting, those quallifiers that have attracted
a 2/3 majority will be issued as a baseline set of Interoperability
Qualifiers for the Dublin Core Metadata Element Set, along with an
introduction to the qualifiers that includes the two agreed upon principles
of qualification and an explanation of dumb-down principles. These
qualifiers will also be included in the evolving registry prototype to
promote discovery by those designing DC-compliant systems.
6. Release of the qualifiers should include a rationale for rejection of
those that have not attracted a 2/3 majority, as well as an indication of
next steps. For example, qualifiers
may be rejected on grounds of not meeting the principles of qualification,
or they meet the principles, but are too vague, or whatever, and some may be
sent back for further discussion with guidance on how they can be made
suitable for future consideration.
Additional comments:
Items #3 and #6 requires clear justification of rejection votes in the
comment fields... please do this to the best of your ability
