Surely you're not serious? The DC-Usage group really can't go around
completely cannibalising hard-fought working group recommendations to come
up with something entirely different...
We either accept it as suitable for ballot, tweak it a wee bit to align it
with other groups, or send it back to the WG and ask them to try again. The
changes you suggest strike me as far larger than 'tweaking it a wee bit',
and we therefore have no choice but to leave it aside for now and ask the
Agent working group to reconsider (or come back with a stronger argument for
their current proposal.)
I'm also vaguely worried about the suggestion that Die Deutsche Bibliothek -
or anyone else - could write a proposal at odds with that of the chartered
working group in the area (DC-Agent), and present it to DC-Usage for
ratification. Goodbye process!
There's nothing to stop DDB presenting something to DC-Agent, and arguing a
case there. We, however, should restrict ourselves to working group
recommendations. Otherwise, the working groups become pretty pointless, and
the membership gets even more annoyed than they seem to be right now...
