I think it is fine to start a new working group or new work item to
deal with Agent Core and to invest time into it but I don't think
that Agent Core should be part of this ballot.

I thought there was a proposal from Rebecca or Priscilla for a set of
Creator Qualifiers that should be included if they meet the 2
qualifier principles.
