I agree that DC-Usage should not do this development. However, I did
propose that we (DC-Usage) take parts of the existing Agent WG proposal
and recast them as a minimal, first-step Agent Core. We could then
vote on the "semantics" of Affiliation, Agent Type, etc. This minimal
set would then be passed on to the nascent Authority WG for development
into a full Agent (or Authority or Person) Core. The Authority WG
would then, as you suggest, submit a full proposal to the UC for
approval.
If we wanted to follow procedure strictly, I suppose we could postpone
voting on the "semantics" of this first-step core and send everything
back to the Authority WG and wait for them to submit it back. However,
we would lose precious time, so I would be deeply reluctant to do
this. I just now spoke about this problem with Christel Hengel, who
agrees with the approach of voting on the semantics of this first-step
core and passing this result to her working group as a point of
departure. We both agree that this is the practical thing to do and
will move us forward faster.
