Photocopying or scanning images still in copyright (where the artist is
still alive or died less than 70 years ago) would infringe copyright, and
is not covered under the CLA photocopy licence. Even were it to be, the
addition of the speech bubbles would not be permitted because it might
constitute a derogatory treatment of the artist's work, prejudicial to
his or her honour or reputation.
The options then: (1) use out-of-copyright material; (2) Find images
freely-licensed for such use (so-called "copyright-free"); (3) Ask the
artist directly or (4) create your own images.

I know copyright is not an easy/simple subject, but I have had a request
from another department in the Council, and would be grateful for any
help. As part of an awareness-raising campaign about changes to our
internal e-mail system, a member of the project team would like to create
some posters using stills from classic films/old adverts, and attach
speech
bubbles. Would they be infringing copyright if they photocopied/scanned
images from books? Is there any copyright free material which she could
use instead, and if so where can she get it from?
The posters would be for use within the Council only.
