I don't want to sound so negative on the topic of the kyoto but I don't like
the current design. Now, I will n't mention sustainable development because
polly doesn't want to sound like a parrot, (repeat, repeat, repeat). But I
think
the design is a total cop out. It's not going to build any strong economic
outcomes, it may not reduce pollution-- as much as it should, and I think
a better design for the Kyoto could have been developed, and employed.
But we all know with so many players involved it was the only way it
would be implimented at all. It makes me angry to think that sometimes
people have to bend so far in making a law go through-- that when the
proccess
is finished, there is little of a good law left. Every player may have one
but
overall I think sometimes we may have lost. So much for utilitartianism in
the nineties.
