IMHO, I think adding that to the language must be balanced with the
tendency towards forgeting to close such a comment block and thus
cause a possibly obscure bug. Personally, I think it best to let an
_editor_ give me that capability (e.g. gnuemacs). And since the
editor simply inserts a bunch of comment tokens on a line by line
basis, the user can't introduce the bug I just mentioned either.
The worst you can do is unitentionally uncomment a line - something
you are free to do anyway.
