The National Portrait Gallery has a document outlining how you can licence
its images for use on a website.
To find it, do a search to find a portrait you are interested in, on the
page with an image you will see a link titled 'Using this image on your
website'
Click on this for a page saying how to apply, and there is a link to a
standard information pack.
To get it directly try the URL below - but it is worth following it through
as a real-life user would!

It occurs to me that you could use a Javascript so that when people
right-click with the mouse, they are presented with a link to a page about
licencing of images. The script obviously doesn't prevent people downloading
an image, but does make things explicit.
