Robert,
The National Association of Student Monet Advisors (NASMA)
were consulted as part of this process as was the CVCP ,
Amosshe, SCOP and others to my knowledge.
The issue of the cut off date for transfers was a fudge.
Within the old mandatory award regs a student had 16
months in which to transfer ( and fully protect their
funding) . In the draft student support regs the DfEE
proposed a change to the end of the first academic year.
We argued against this and fought for the retention of the
16 months. However the compromise was that the transfer
had to be enacted before the first day of the second year
of the original course . This buys the student time to
resit exams if necessary but it is still not ideal . The
administrative procedures follow as a result of the regs...
A move back to the Dec would be great but i dont think the
political will is there.
