This issue was raised back in January 99 when the DfEE were consulting on the
new regs although, as I recall it was from a slightly different angle, in that
there were concerns about students who did badly in examinations and might want
to transfer to a different course as a result. In some ways it could be even
more difficult for such students since they are likely to have resits in
September so it would not even be possible to hold tutorials at the end of the
summer term.
My impression was that the main reason for the change was to bring the
different deadlines into line at a year to prevent confusion (eg the 'false
start' period was extended from 20 weeks to one year). The DfEE were aware
that there was concern so maybe it would be worth raising it with them again.
