At Bristol we operate a slightly more complex system.
HEFCE funding and Home fees are attributed using the HEFCE
formula using FTE load based on the number of credits each
budget centre teaches. Overseas Fees are attributed using
the same load pattern, with 10% kept by the Department the
student "belongs" to, to cover the additional
pastoral/admin work involved.
Of course, this leaves us with an anomaly where EU students
are concerned.
