I'd be interested in this too (UKOLN has links with the local
government sector).
I carried out a survey of HE server software in October 2000 [1]. As
you might expect most were using Apache.
The survey was carried out using Netcraft [2]. You can use wildcards
in Netcraft, so you can search for *.gov.uk.
I found out recently that Netcraft can report on use of Zope
(presumably depending on the Zope configuration). So that:
http://uptime.netcraft.com/up/graph/?host=www.cultivate-eu.org
Says that www.cultivate-eu.org is running Zope/Zope 2.3.0 (source
release, python 1.5.2, linux2) ZServer/1.1b1 on Solaris 8
So Netcraft will have information on use of Zope by .gov.uk Web
sites. However there isn't an interface for getting at this information
directly
Another approach - I've recently been in contact with Business2WWW.
They are a UK company which performs Web testing and benchmarking. They
are interested in developing links with the UK Local and Central
Government sector. They have carried out surveys of UK FTSE 100
companies and, I think 400 local authorities. I don't know if they give
information of the server software in use, but their software should
have recorded this information.

I guess it would be interesting to see what the state of play is now,
and make comparisons in a year's time. I understand that local
authorities are concerned with MS licensing charges, and that central
Government has made it clear that open source software is acceptable.
