This has been discussed ad nauseam in European circuits.
Nevertheless we are actually quite advanced in this discussion in
the UK. The REAL problem with interoperability is not so much
merit of the standardisation or the technical aspect of the standard,
but the pragmatic uses of that same standard. It is the sharing and
reusing of materials between different FE and HE institutions that
has been a difficult process.
That is, if your institution chooses a VLE and you develop
materials for it. You're reasonably safe. Your institution has made a
significant investment in the VLE and you will probably not forced
to migrate your learning materials in the next few years.
The real bonus of interoperability would be the sharing of materials
across institutions at a National level, and as the EU would like to
see it, across Europe. The fact is, lecturers, teachers and tutors
are not very keen in exchanging their teaching materials (maybe
because essentially these institutions are knowledge
organisations). All kinds of problems have hindered this sharing of
resources, copyright, authorship, versionsing, style, etc.
