That query tells you the default SE for CEs which allow atlas access, which isn't necessarily the same as asking for SEs which themselves support atlas. Also an SE could allow access to atlas but not have a SCRATCHDISK token - that's generally a fairly basic thing to have but I don't know if atlas currently requires it. However, if the test is supposed to test the ability for an ordinary user to store output files locally then it seems reasonable for it to fail if that isn't possible ...
