here is my feedback though I just started so not much.
Manchester is moving away from the combination Torque/CREAM. I've just
started installing a ARC/HTC testbed.
I'm installing it using HEP-puppet modules [1], but if I wasn't using
these I'd certainly prefer to start from a arc.conf example rather than
creating it from scratch.
Due to the choice of batch system I've agonised for few months on the
choice between HTCondor CE and ARC-CE. HTC-CE has the big advantage of
being the same software as the batch system but has the drawback of not
being well integrated in EGI yet, so for the moment I went with ARC.
