HI All,
Adding resources_default.cput to both long and short queues did the job.
Thanks for all the help!

> It might seem to imply it, but it doesn't ... generally speaking, the PBS "default" equates to the GLUE "Max" and the PBS "max" equates to the GLUE "MaxObtainable". In traditional Grid use jobs don't request any specific limit (see the rollout thread on passing parameters to the LRMS) so it's usually only the default limit that's relevant - "max" is the most you can get if you ask, but if you don't ask you get the "default". If the "default" values are unset PBS defaults to the corresponding "max" (if that makes sense!); the old info providers reflected that but it seems to have got lost in the new ones, so indeed setting explicit "default"s should be a workaround.
