We are proud to invite you to participate in the Politics & Internet, 2nd
International Congress on Electronic Media & Citizenship in Information
Society.  It is an influential and diverse gathering of people from
political sector, NGOs, IT industry and research.  100 Networking
associations, 200 presentations from business, science, NGOs, academia and
politics gather in Finland in January 1999.

The mission of the congress is to establish a global network of people
interested in electronic media and democracy in the information society.  We
believe that in the gathering committed individuals will be able to form
effective networks and innovations in the field of the congress themes.

Come and join the congress and share with us the messages from the industry,
grassroots organisations, researchers and politicians!

We start on Wednesday 6 January in Helsinki, continue on 7-8 January in
Espoo and on 9 January we will travel either to Jyvaskyla, Oulu or to
Tampere for a separate event in each of them.

1. Impact of technology on democracy in the information society

This session aims to show how information technology can be put to the
service of democratic decision making. It emphasises the need to take into
consideration the different phases in which European countries adapt to the
development of information society and its impact on policy making.

2. Internet and parliaments

What kind of practices and plans are there in EU Parliament and in National
Parliaments for using Internet and modern technology in general?

3. Government on-line. Utilising internet for better democracy in government
& parliament

This session will deal with general questions of how Internet tools can be
utilised for enhancing democracy in decision making on central
administrations level, such as in ministries, Cabinets and Parliament. The
Internet can be exploited for improving both in-agency and cross-sectoral
processes, as well as for processes between government and citizens,
therefore widening the basis for people to participate.
 
4. Politics and the information society in social welfare and health care
and for co-ordinators

In social and health care, the social, administrative, juridical, and
ethical characteristics of  various structures and working methods linked to
the information society are becoming visible when  they are applied to the
work in social and health care. A systematic governance of these questions
is a challenge to the politics of the information society. In this seminar,
the improvement of the capacity of politics to handle these problems is
discussed.

5. Telematics based educational services

The session will discuss approaches to building educational and training
services based on the use  of information and communication technologies.
Examples of national policies, global and regional ICT service provision and
content provision will be introduced. 


REGULATING AND DE-REGULATING THE INFORMATION SOCIETY

6. Mass media, freedom  and regulation

The mass media are predominantly owned and financed by the private sector,
but their social role makes them typically part and parcel of the public
sector, as well as the third sector of civil society. The Internet has posed
a great challenge to traditional press, radio and television, blurring
borderlines between print and electronic media and between public and
private communications. Freedom of information is increasing, while the
voices of censorship are being raised, calling for a new approach to media
accountability.

7. Options and regulations of  the Internet

The session on options and regulations of the Internet in the main deals
with the  direction it is considered desirable to develop the Internet, and
the regulation needed to ensure this development.


CITIZEN'S ACCESS TO INFORMATION

8. Copyright and Public Access to Information

- In which direction is the recent copyright legislation development taking
us - towards better access to information, knowledge and culture, or will it
close the sources from the users?  

9.  Public libraries as open access points to information and culture

- What are the basic access points to information in the information
society? Certainly, public libraries are among them. The Internet offers a
great challenge to them, too: how to offer keys to net documents, as they
help to find traditional material.
- Is it possible for libraries to answer to both the human development needs
and the public information requirements of  individuals?

10. "Public information access" projects

To be active and competent in the information society a citizen has to be
well informed. The Internet makes it possible to offer better access to many
kinds of information. Ambitious projects to offer official and other
information via net are under way all over the world. Some examples from the
governmental and commercial fields are presented in this session.


II NEW CITIZENSHIP AND DEMOCRACY IN INFORMATION SOCIETY

EMPOWERING THE CITIZEN AND PARTICIPATION

11. Utilising the Internet for better democracy in local administrations and
decision making

In the session several local solutions, especially in municipal level, for
more deliberative and  participatory decision making practices are
discussed. The paradigm shift towards interactive administration, including
residents, municipal authorities & experts and those holding positions of
trust as proactive  independent operators will be outlined and developed.

12. Empowering the citizen

Information society, learning society - just idle words and a smoke screen
to hide deep divisions of post-modern societies, or a chance of empowering
the people and restoring their lost voice?
      
13.Towards greater public participation - Public dialogue

What are the main obstacles for increased large scale public participation
in political decision making? What is the role of technology, and which
interests are of a non-technical nature? 
 

EVOLUTION OF SOCIAL GROUPS AND EMERGENCE OR VIRTUAL COMMUNITIES

14. Democracy, Internet and non-governmental organisations

This session is intended to take a look at the possibilities for
non-governmental organisations to enhance world wide campaigns with the help
of the Internet and especially using e-mail. The session will have specific
examples but will also scrutinise the use of the Internet in helping the
wider public to access information.

15. Internet, information society and new societal movements

The aim is to discuss the role of the Internet in societal change processes
in the information society. What are the attitudes of people towards the
Internet as a tool of social change? What ideological tensions are created
by the information society, what kind of new societal movements may be born,
and how do they use the Internet in their activities? The role of the
Internet at the level of communities, and the idea of virtual communities as
new means of organising information and offering services will also be
discussed.

16. The special needs of special groups

Our information society has to be designed and built in such a way that
disabled people and the elderly can also use future services such as
information services, teleshopping and tele home care. The presentations in
this sessions will show how the information society can be made accessible
to these groups and will show what measures society has to take in order to
reach this goal.   

17. Exclusion and the information society; information for some, exclusion
for others?

Does the information society increase social exclusion (of some) or does it,
on the contrary, offer new opportunities (for others)? Who - which groups of
people or nations - are the excluded? How to assure that a maximum number of
people will profit from the opportunities?
 
18. Internet contributions to international crisis intervention and peace
building

The session will focus how the Internet can contribute to trans-national NGO
communication and international conflict management. It will  include
conceptualisation aspects, case studies, presentations and an exchange of
experiences among the session participants.

19. Trans-national democracy and the European constitution - the Internet as
a tool, not a solution - workshop

CREATING A CITIZEN CENTRIC INFORMATION SOCIETY

20. Web White & Blue: a model elections online public service campaign

Democracies Online.  The 1998 United States elections provided an
opportunity for an innovative online public service campaign to emerge.
Learn about the Web White & Blue initiative which involved major commercial
online services, non-profit online election projects, government online, and
others.  Discuss ways to apply this partnership model in your own community,
region, or country. Reflections on public use of the Internet in real
politics starting with Minnesota's E-Democracy in 1994 through projects
launched in 1998 will also be shared.

21. Creating paths to information society: benchmarking IS strategies and
programmes I- II

During these two sessions, various national and international information
society initiatives, strategies, policies, and programmes are analysed with
regard to their aims and objectives, their contexts and contents, their
strengths and weaknesses, and their method of implementation. This process
endeavours to develop a better understanding of the criteria that can be
used to evaluate their performance and to identify the best practices in the
field. 

22. Role of the Internet in transition and European accession processes in
Central and Eastern Europe

The objective of the session is to provide examples and generate discussion
on the role of the Internet and new telecommunications technologies in
Central and East European countries in their transition towards democratic
information societies and in the accession process of (some of) these
countries to the European Union. The session will be built around four main
areas: 1. Education/training, 2. Local government, 3. Business, 4. NGOs
(non-governmental organisations).
 
23. Revision of the national information society strategy in Finland

The revision of the National Information Society Strategy in Finland is
searching for new possibilities to develop society in a balanced manner,
supporting both competitiveness and social cohesion.

The focus has been new services in daily life and the expected competence of
a citizen. A few hundred people have been involved in the strategy project
in 1997-1998 and several background surveys have been published. The
initiative and follow-up for the strategy revision came from the Information
Society Forum which has been supporting the work of the National Information
Society Committee.

24. Ethics and values in information society

The horizon of moral orientation is inescapably present in human life;
therefore it is meaningful to reflect deliberately on ethics and values. The
information society creates an especially great 
need - and also opportunity - for reflection on the values of social life.
The presentations in this session will discuss both the status of value
reflection in the information society, and some more 
specific questions related to the content of ethics. Each presentation will
be followed by discussion.

25. Virtualisation of citizenship, parliament and government

The Working Group will discuss women's positions and views on information
technology; especially in the area of working life: employment, expertise
and democracy. Speakers list, including both researchers and trade union
activists, will be compiled later on. The co-ordinator of the group is
Ms.Outi Ojala (MEP), the vice-chairperson of the Committee on Employment and
Social Affairs in the European Parliament.


III ENHANCING CITIZEN CENTRICITY BY DEVELOPING NEW SERVICES AND TECHNOLOGIES  

THE ROLE OF KNOWLEDGE IN INFORMATION SOCIETY

27. Learning in information society - generations meet and learn - together? 
Local co-ordinator: Eija Haapanen, E-mail: [log in to unmask]

The papers will cover explicit and implicit learning, in formal and informal
environments; children learning by doing and using ICT in their
explorations; professional technologists facing new  challenges - learning
the new and unlearning the old. And, finally the whole issue of lifelong
learning in the information society will be questioned: it will be argued
that ICT will control the learning process and predestine the results - if
we do not take care. 

28. Knowledge management

Does new technology, providing access to Internet, or  increasing the amount
of  information available increase understanding and lead to better decision
making?

This session discusses the organisational contexts, where learning takes
place, and the organisational dynamics for creating new knowledge. We also
focus on organisational change, and the use of new technology, as means to
identify, create and leverage new knowledge and new competencies.

29. Work in the information society - evolving practises

Concrete practices in working life develop out of the interplay between
technology, organisation and culture. What kinds of practices support
development towards full citizenship? What kinds of exclusion mechanisms can
be detected? How are boundaries between working life and other social fields
moving? What do the practices tell us about development trajectories which
in public discussions have been touched upon: such as the option of learning
society and the segmented society? 


TRANSFORMATION OF BUSINESS

30. Frameworks for electronic commerce

The globalisation of the Internet and electronic commerce presents a
different set of challenges about how science and technology can inform
policy development, how to stimulate relevant expertise, how to diffuse
knowledge to practitioners and policymakers, and how to make all this work
on an international level.

31. Opportunities and threats of emerging ICT and infrastructures

This session focuses on theoretical aspects, ethical considerations, and
communicative dimensions of opportunities and threats of exploiting ICT.
Some practical examples of new ICT applications in some countries are
presented. Also, methods to treat possible emerging threats caused  by the
usage of new ICT will be discussed.

32. Convergency, unemployment, taxation and electronic commerce

Convergency profoundly changes labour market and business opportunities
making base for the real information society and challenging politics. 


TO WHOM IS DIGITAL MEDIA CONVERGING?

33. Towards digitised cultural industry - global vs. local content

The concept and the future role of cultural (content) industry will be
discussed. The aim is to increase knowledge on changes in the way people
communicate, applying critical theoretical approach and other related
orientations on various aspects of cultural  industry and mass media, e.g.
new innovative uses of television and web technologies.

34. Digital broadcasting media in  everyday life - workshop

Digital broadcasting media as the public's equal and easy access to the
information society services.
Workshop discusses old and new media content: convergence of broadcast and
multimedia content; changing relationships between local, national and
international contents. 

In addition to thematic presentations, examples from emerging European
Digital TV services will be presented and a panel discussion concerning
these services is organised: Does digital TV enhance everyday lives of citizens.

EXHIBITION

Exhibition will be organised in conjunction of the congress. The purpose of
the exhibition is to give the congress participants and the guests of the
co-operative partners a chance to view  new technology, machines, software
and services available in the field. The participants and other exhibition
visitors will also have the opportunity of  making  new contacts with
commercial and non-commercial companies. 

For associations and federations the exhibition will enable them  to present
their activities to a wide, international group of experts.

Virtual congress
The congress will have its own web site providing a meeting place and
information both before and after the event. The numerous projects and
discussions proceeding via the net will create the  concrete framework for
the congress.
