Loben, I think, is a town in an industrial area of Austria. But I agree
with my colleagues who have posted to the list earlier that Loben is more
likely a person in this context: "the smoke redden eyes" suggests this.
The comparison between "Sayyid Burgash in a tantrum" and "smoke reddened
eyes of Loben" I think is important. In a writers mind this is meant to
flow from like to like.
I admit that I am ignorant on content with this one. But if Sayyid Burgash
is a person, then I suggest that Loben is also a person, based on the like
to like flow of writing. On the other hand if others know that Sayyid
Burgash is a place name, then it would follow that Loben is a place name as
well. If so this is a very interesting line from Kipling's work as we have
places personified as people.
