Well, I think the answer there is "it depends" (and the costings tool that Louise mentioned may help).
But what we concluded in that document was that, in the cases where archiving was clearly working, the 'archiving' cost effectively came under the heading of 'infrastructure' or 'startup' costs, rather than a separate, hard-to-justify, 'archive' heading. So I don't have a number, but if 'archiving' is a separate activity, then it will also be a separate (and non-zero) cost.
