| The Public Records (Scotland) Bill: |
| Strengthening records management – complying with the new law |
| |
| One day conference - Tuesday 27th September 2011 |

|This one-day national conference, developed with support from National Archives of|
|Scotland, explores provisions contained within the new Public Records (Scotland) Bill|
|and considers the implications for listed public authorities and their partners in|
|service delivery. |
| |
|With a keynote address from the Keeper of the Records, the morning session includes an|
|outline of the proposed implementation timetable and review of proposals for a model|
|records management plan. The afternoon focuses on sharing good practice, with a range|
|of public sector case studies. |
| |
|The Shaw Report and Kerelaw Inquiry findings prompted the new Public Records|
|(Scotland) Bill of March 2011 which strengthens governance and accountability for|
|public records across the public sector. The Keeper of the Records – consulting with|
|service providers – will issue best practice based guidance as to the form and content|
|of model Records Management Plans (RMPs). |

|Next steps include: |
| |
| Named public authorities across Scotland are required to develop RMPs for public|
| records |
| Each Plan must set out ‘proper arrangements for the management of the |
| authority’s public records’ |
| Each Plan must identify a coherent governance structure, and list the processes |
| and procedures the Authority will undertake to ensure effective management, |
| storage and disposal of records |
| Each Plan must be submitted to the Keeper of the Records for agreement and, once|
| implemented, be kept under internal review |
| The Keeper can conduct formal records management reviews – not more than every |
| five years – and make recommendations to the Authority to improve compliance |
| levels |
