Hi Mico,
You're right about the international aspects of course. But I do get
concerned about the dangers of miscommunication when a language loses
its precision. 'Tuition-free' is the real point here. Most English
speakers would immediately wonder how any student can gain a degree if
there's not going to be any tuition!
I'd recommend 'fee-free' as a phrase less likely to cause confusion.
