In the 1950s to 1960s there was a unit fairly closely matching this description available for use at collieries in Northumberland and Durham. If I remember correctly the unit had wheels that could be adapted so that it could run on rail tracks as well as on the road.
At that time the unit was based at Houghton-le-Spring Mines Rescue Station and was maintained by fitters and electricians from Lambton Engine Works, near Philadelphia, Houghton-le-Spring.
Whether the unit survived or not I cannot say.
