They shouldn't. If you look at the Technical Recommendations for
Participants for the UK federation:

Section 7.1.2 indicates that "library-walk-in" (which should only be
asserted by a user physically present on approved premises) is just as
much of an authorised user as "member", "staff" or "student".
Please note that "affiliate" does not convey full authorised status, and
SPs are quite right to not give full access.
