Dear Teresa,
with a Basic Access License you can decide on an individual journal base
which journals you want to take electronic only (100% of list price),
print only (100% of list price), or print and electronic combined (105%
of list price). You do not need a site license, if your institution can
live with just one simultaneous user per journal (certainly enough for
most journals) and constitutes a single site (campus).
