Invitation to Tender: action for social integration (AFSI)
Producing a community guide on the UK education system for BME parents
Introduction and context
In 2009, Action for Social Integration was commissioned by London
Councils to implement a four-year project to improve the educational
attainment for African and Caribbean children and young people in
Barnet, Enfield and Haringey.
We would like to recruit a consultant to produce a BME focussed
community guide on UK education system (primary and secondary school)
for BME parents.
We would expect the successful applicant(s) to use a combination of
community social research tools, including interviews and / or focus
groups to provide both quantitative and qualitative information.
The research will contribute to help increase understanding of the
issues through the collection of baseline data by researching BME
parents about their level of knowledge and constraints in relation to UK
education system. Focus groups and Interviews of at least 25 key
individuals (BME organizations, schools, teachers, etc) involved in
education is essential to achieve the expected results.
Proposed timescales:
* Deadline for applications: 26th February
* Interviews: 8th March – 10th March
* Research: 15th March – 14th May
* Report of key findings and a draft guide: 24th May
* Final guide : 15th June
Maximum budget
£4,000 (including VAT)
Method of payment
* £1500 of the total contract amount will be paid after signing the
contract.
* £1000 will be paid upon completion of Interviews, Research, the Report
of key findings and the draft guide
* £1500 will be paid on completion and production of the final guide.

Confidentiality
Information gained as a result of carrying out the work will be
confidential. Successful applicants are expected to have knowledge of,
and abide by, the Data Protection Act 1998. Once the work is completed,
all data collected will be handed over to AFSI, who will store it
according to the principles of the Act.
Copyright / Intellectual property
The entire copyright in all material including aesthetic and non
aesthetic design, layout and logos written by the consultant and/or any
third party instructed by the named consultant during the course of
carrying out this work will be held by AFSI who shall have the exclusive
right to publish any such material throughout the legal term of copyright.

You will report to Rebecca Nyamah, Children and Young People’s Education
Advocacy Coordinator, Action for Social Integration.
Person specification
Skills
* Ability to use a variety of community research methods and techniques.
* Ability to collect and analyse and present information and data.
* Ability to effectively communicate information and ideas to a range of
audiences.
* Ability to write clear and concise reports.
* Ability to write community guides/tool kits easy to use and is
understood by BME parents (e.g. without professional jargons) and that
is in line with the Plain English Charter.
* An understanding of the principles of Equal Opportunities and an
ability to implement it in all aspects of the role.
Experience
* A good knowledge and understanding of constraints and barriers that
face asylum seekers, refugees and BME communities in the UK education
system.
* Experience of carrying out community research projects
* Experience of using both quantitative and qualitative research methods
* Previous experience of writing community guides or tool kits

brief and their ability to meet the target group.
2. A breakdown of the contents of the guide
3. An overview of the relevant experience and expertise of the applicant
4. The CV of each individual researchers to take part in the project
5. A budget proposal with a breakdown of costs
6. An overview of your methodology and delivery timeframes
7. Other information as appropriate
