the Disability Statistics website (Cornell Univeristy):

which might be helpful to you.
In regard to employment policies there are both federal and state
statutes which create programs and policies. The federal ones are
easier to find on the web. The best resource I have found for
state employment statutes is the Monthly Labor Review (it is
available on the web through several different sites.) Every
year the journal reviews states' legislation that pertains to
employment.
