I managed to secure Capital Grants Funding last year for a former landfill
site now used as informal open space, on the grounds of risk to human
health via contact/inhalation/ingestion of landfill contaminants through a
poor cap; the funding was also for the assessment of the risk to
residential property from gas migration and for prevention of pollution of
controlled waters. From what you've said about your site I shouldn't think
you'd have too many problems in securing funding for the investigation of
human health pollutant linkages. The first thing would be to get a Desk
Study done (if you haven't already done so) with recommendations for
further action.

Colleagues
We are currently considering the issues around the risk assessment and
management of a former landfill, used now as a community woodland.
The landfill which closed in the mid 1970’s and community volunteers have
in the past been encouraged to plant trees. The site is popular with dog
walkers and horse riders. It has a particularly poor cap and large items of
waste occasionally erupt at the surface.
I’d be interested in any other authorities experience in assessing risk to
site users in similar circumstances and what management actions have proved
successful/ useful
