the tphcwg documents are in 5 volumes.
I believe the last volume has all (well most) of the parameters that you would need to build your own model, and you could use the new BETA CLEA.
However, having done this before in the days of SNIFFER.. I personally would think your best bet is to use an established consultancy that has done this sort of work before...
I have spoken to a number of consutlants... some of them on the list who could populate a model for just such a pupose and I dont think it would cost the earth...

I have recently taken soil samples from a series gardens the council are in
the process of selling off, the gardens back onto a disused railtrack. I
have tested for all contaminats outlined in the industrial profiles.
Generally the results I have received appear okay. However I am left with
TPH. I have received the results as outlined in the TPHCWG, speciated into
Aliphatic and Aromatics. I now wanting to justify that the levels are
acceptable. I am hoping to come up with some figures to compare them
against. Does anyone have a step by step guide to developing a Generic
Assessment Criteria Value to compare the results against?
