Yes, agree with Kate comments about Blog city. I use a RSS building block in Blackboard Courses and this pulls feeds from our Blackboard Support Blog (http://www.blackboard.blog-city.com). It all works fine and is stable.
In terms of Blog-city, it offers a free service and a premium account. The key difference is, the premium allow you to password protect a contribution, and offers a podcast option, plus lots more.
In terms of collaborative authoring, yes as long as all people have Blog-city accounts.
