Dave, I don't think anyone is trying to 'rubbish' the customers upon whom we partly depend for our continued operation, but as a profession we simply can't provide things for which we are not resourced.
If there are so few staff in an archive that documents have to be ordered in advance because there are not enough people to simultaneously invigilate a searchroom and fetch documents, the only redress is to campaign for an increase in staff resources, which is unlikely to be successful at present.
There is a current dichotomy between customer expectations in the internet age, where we increasingly expect to receive the goods and services we want on demand, and the resources available to service such demand within the public sector, as the resources of the latter have been slashed by significant amounts; and archive services were a low priority and underfunded even before austerity.
No-one is trying to insult, inconvenience or disappoint customers. We are simply in a situation where we often cannot meet demand, no matter how justified that demand.
